Henry Klumb House | World Monuments Fund

The Henry Klumb House is a significant example of modern movement architecture in the Caribbean. Renowned German-born architect Henry Klumb, a former student and chief draftsman of Frank Lloyd Wright, designed the home for himself after he settled in Puerto Rico in at the behest of Governor Rexford Tugwell.

For his own dwelling, the architect modified a typical nineteenth-century hacienda, codifying his philosophy of architecture and his ideas regarding modern tropical living. Klumb removed most of the outer walls, opening the house and creating a direct relationship between interior and exterior.

In the surrounding landscape, a lush oasis heney a dense urban environment, Klumb created a private botanical garden that protected the living space from direct sun and rain. The house and grounds were listed on the National Register heny Historic Places inyet, after a hurricane in destroyed the kitchen and damaged the roof, the house was only minimally maintained. As a result, it has suffered significant deterioration and requires urgent conservation measures.

It was included on the World Monuments Watch in order to encourage the development of a comprehensive plan for its rehabilitation that would lay out measures for sustainable protection and maintenance through physical repair and a klumn programmatic use. Earlier in the year, local artists had spent a day at the Klumb House before creating work inspired by the house and gardens.

Henry Klumb House

Their work, collectively exhibited as “La casa en ti y en mi,” opened on Watch Day. The pieces of the exhibit were put up for sale in order to raise funds for the preservation of the building. Over a hundred people came to the event, including university students and professors, fellow artists, collectors, and neighbors. Sadly, in March the house was looted of its metal components including wiring, jalousies, and sections of the roof. The theft is the first in over twenty years and underlines the need to rehabilitate the henryy for continuous use.

The incidence of benign skin tumors is not low at all. The elderly, especially, may have hundreds of benign skin tumors. Some benign tumors have important implications as they may be the first markers of a syndrome and they may also lead to functional or cosmetic problems.

On the other hand, underdiagnosis of malignant types may be the cause of mortality. Thus, the importance of recognizing these tumors cannot be disregarded.

Prevention, early detection, and treatment of skin cancers are mainly related with the physician s appropriate knowledge and management skills, as well as expertise, in this area.

This comprehensive and useful atlas provides a practical guide on neoplastic skin diseases accompanied by concise text. Featuring images, it most likely provides one of the richest collections of clinical images on skin tumors. Almost all photos in this book have been taken by two authors working in the same Dermatovenereology department and thus reflect the experience of a single university hospital.

We aimed to select photos of a variety of clinical presentations of most skin tumors. Moreover, images related to the evolution and follow-up of tumors were also included. As a result, we tried to tell the whole story of the skin tumors with supporting images. The atlas is arranged in two main parts according to the benign or malignant biological behavior of the tumors, and chapters of each part are organized according to dernatoloji origin of the tumor.

The text includes detailed information about clinical features of the atllas, with special emphasis on diagnostic clues. Advanced diagnostic techniques of skin tumors such as dermoscopy and confocal microscopy are not within the scope of this bakyal. However, advanced pathologic information and histopathologic pictures have not been used. It is not the purpose of this atlas to outline therapies but considerations for management are provided simply in short summaries.

Therefore, this book should not be used as a single reference for therapeutic decisions.

The organization and arrangement of the figure legends are planned to give rapid clues for clinical practice. Furthermore, in the third part of the book, all skin tumors are listed according to the predilection for distinct body areas in order to be helpful in localization based quick prediagnosis.

We believe that the Clinical Atlas of Skin Tumors will be helpful to dermatovenereologists and also to other physicians in allied specialties such as Plastic Surgery and Drmatoloji. Purchasing function in the public sector: This paper analyses the issue of delivery xecreto in the procurement process within the Brazilian federal public administration. Based on the theoretical framework of the procurement function, four dimensions were established: Legislation and procurement processes, Structure and organization of the purchasing sector, Purchasing systems and Human resources of the purchasing sector.

The methodology consisted of semi-structured interviews carried out with the public agents of Bant. The analysis by sub-phases, an unprecedented strategy, identified new factors: The bidding modalities provided for in Law No. In the search for greater efficiency in the purchasing process, the federal government, influenced by the ideas of the new public management Motta, instituted through Law no.

It is a bidding modality in which suppliers bid successively, winning the one that offers the lowest price for the goods or service that the State needs to acquire Carvalho, Ds electronic form of the trading floor was regulated by Decree No. One of the causes that would lead the trading to be a more agile procedure than the other modalities is the fact that there is a reversal of the phases of qualification and acceptance of the proposal Faria et decrfto.

While in the other modalities, the purchasing operator, in the case of the bidding committee, must first verify the documentation of all the candidate companies, only after verifying all the proposals of the companies considered qualified, in the trading session the reverse is true: To achieve this, the electronic trading floor is developed with support in the Integrated System of General Services Administration Siasg 1 and comprises two distinct steps: In each of these phases, a sequence of specific procedures, defined in general terms by the current legislation, directly influences the completion of the procurement process.

Biblioteca JFSFX

Among the advantages offered by the advent of electronic trading, Faria and collaborators affirmed that the significant increase in the participation of suppliers was one of the determining factors for the price variation contracted through electronic trading, so that the public agencies obtained a greater economy of resources.

According to Bonfimby this principle, management must ensure that the process seeks to build the ultimate goal in the shortest time possible. This research was carried out in an organization of the direct administration of the federal government, the Natal Air Base Bantto analyze the reality that is presented in the scope of the development of the stages of the electronic trading session in public administration.

The objective of this paper is to analyze the factors that mainly influenced the execution of the subphases of the electronic trading session in the Bant, in the yearregarding compliance with the principle of celerity. Through the Bidding, Contracts and Covenants Section BLCBant centralizes all purchases and, therefore, must acquire several types of goods and services for the basic maintenance of its activities such as: There is a perception by the military unit staff that the trading sessions are also time consuming, hampering the achievement of its mission.

In addition, the lack of completion of bidding processes in time to use the available financial resources processes initiated, but not finalized leads to the devolution of budgetary resources to the federal government, impairing the maintenance of its activities Siafi, Hence the importance of the study on the subject, since that improving the purchasing process can contribute to the better accomplishment of the organization mission.

decreto 5450 de 31 de maio de 2005 pdf

To understand the reasons for procrastination, this article is organized into five sections. In addition to this introduction, section 2 addresses the theoretical framework and section 3 describes the methodological procedures.

Section 4 presents decreo data and discusses the results of the analysis and, finally, 311 5 presents the conclusion. The research had as reference the concepts that surround the purchasing function, one of the main elements of logistics and supply chain management GCSwhose objective is: The choice of the theoretical reference coming from the private management of purchases was motivated by the understanding that the electronic trading was conceived within the scope recreto the ideas of the new public management NGP which, in turn, also had in the private management practices their inspiration Motta, In order to better define the dimensions of analysis, the research was inspired by the four pillars under which the Framework for Assessing the Acquisition at Federal Agencies Government Accountability Office GAO3 document was prepared.

Therefore, adapting them decrero the reality of the Brazilian purchasing process, the present research focused on analyzing, as in the American case, the efficiency of the acquisition processes — but fe to its temporal form — thus elaborating the following dimensions of analysis: Such a strategy was used by Motta However, this author worked only with the first three dimensions when analyzing and comparing the efficiency of the Brazilian purchasing system with the practices of private management and with the North American acquisition system in the fight against waste in public spending.

The evolution of the profile of the purchasing department went through four different stages, as summarized in chart 1. Eecreto by the authors with basis decrdto Braga ; Ellram and Carr It should be noted from the information in chart 1 that there has been a continuous improvement of the communication among the direct participants of the purchasing process, aiming at the reduction of costs and time, since that the buyer not necessarily has full knowledge about the goods and services requested by the requesters, even in the face of the specifications of the item.

This can lead to a frustrated purchase, either due to quality or to incorrect descriptions, leading to loss of time for the formulation of a new acquisition process. In this direction, GAO argues that:. This approach requires engagement by ee relevant stakeholders, including dde from program offices, contracting officials, financial managers, human capital officials, information technology officials, and other appropriate participants.

An integrated approach helps agencies better define their needs and identify, select, and manage providers of goods and services.

Therefore, it was noted that, also within the US federal agencies, the interaction among all sectors involved in the acquisition process mmaio a critical factor for the success of the acquisitions.

This interaction should also be extended to suppliers for the procurement of public goods and services more efficiently Gansler, Lucyshyn and Ross, ; Carter and Stewart, In addition, the analysis of the structure of the purchasing area also encompasses its operation, that is, its departmental organization, shown in figure 1.

Elaborated by the authors based on Baily and collaborators The chief buyer is responsible for the most important decisions in the purchasing sector, involving all procurement 550, while the other buyers must be specialized to handle a specific range of items, in order to avoid duplication of research and negotiation efforts in the factory level, and to reduce the time in acquisition costs Baily et al.

Baily and collaborators Agency leaders have not recognized or elevated the importance of the acquisition profession within their organizations, and a strategic approach has not been taken across government or within agencies to focus on workforce challenges, such as creating a positive image essential to successfully recruit and retain a new Generation of talented acquisition professionals.

According to Mottathe lack of a structured career in the area of public procurement does not attract new professionals. In addition, the fact that the purchasing decreho is a constant target of the supervisory bodies creates a perception of risk for the servers and inhibits any attempt to innovate to improve the efficiency of the acquisition processes.

In this respect, Burleson and Wilson Batista and Maldonado also point out that the lack of full understanding of the bidding legislation, as well as the lack of constant recycling and training programs, inhibits a proactive attitude of buyers, directly affecting the efficiency of purchases. The activities of definition of demand, decretk and planning of purchases correspond to the planning phase, that is, the internal phase of the process.

Decgeto this sense, with the advancement of information technology, the use of computerized purchasing systems has been fundamental to minimize errors, reduce costs and stimulate the purchasing process Baily et al. Baily mqio colleagues Chart 3 highlights the stages of evolution of the purchasing function according to the pattern of the information system. According to Andradethe advent of EDI boosted the emergence of e-commerce, which means doing business online and using digital information as a mechanism to understand, design and satisfy customer needs.

Through this form of business, there is an economy of paperwork and time spent with faxing, and an avoidance of unneeded calls and shifts of buyers or sellers. Nevertheless, Bowersox, Closs, and Stank Siasg incorporated these concepts of integrated information system of the private management and, adapting them to the needs of the public service, promoted through electronic trading a greater celerity of the external phase of the purchasing process Fernandes, ; Santana, The present research consists of a theoretical review about the purchasing function and it is classified as descriptive and documentary Gil, A survey of all documentation of the purchasing processes was conducted, where the preponderant factors for the lack of celerity of these processes were observed, analyzed and interpreted.

As a technical procedure, a field survey was carried out, through visits to maip sectors, with the purpose of conducting interviews with the main public agents involved in the most relevant sub-phases of the acquisition process.

Thus, five members of the purchasing sector were interviewed, two representatives from the requesting sectors and three auction criers.

Regarding the delimitations of the work Gil,in the temporal aspect, the research tried ds follow the processes of purchases initiated mmaio concluded in the yearbecause it is the year with more recent and complete information. Regarding the scope, the research universe consists of a set of 38 electronic procurement processes made inthe sample of 14 processes being defined by the criterion of relevance and standardization when dealing with purchases of basic items for the maintenance of the activities decret the Bant and which are usually repeated annually.

Regarding the approach, the research is classified as quantitative and qualitative, since statistical tools were used as the basis of the data presentation process, such as tables and graphs, using the Pareto Diagram, as well as conducted interviews with the participants in the Bant procurement process.

The interviews were semistructured so as to allow access to information beyond those initially listed, providing a better and deeper clarification on the topic addressed Tomar, and the scripts were elaborated based on the theoretical framework adopted.

Função compras no setor público: desafios para o alcance da celeridade dos pregões eletrônicos

By way of conclusion, the summary result of these analyzes led the researcher to achieve the general objective of the research and was presented through the Ishikawa Diagram.

Bant has a total of approximately 2, military personnel and a patrimonial area of over 13 million square kilometers, being considered the largest Air Base of the Aeronautical Command. In order to acquire the necessary inputs to fulfill its mission, it is incumbent upon SLCC, composed of 14 public agents, to coordinate, execute and control the activities related to biddings article of Rica Elaborated by the authors.

After defining the most significant sub-phases of the purchasing process, the number of days required to execute them was identified, as shown in table 1. On the other hand, hypothetically it would be possible to hold the contest in up to 38 days if we consider the sum of the minimum deadlines obtained in each of the subphases.

It should be noted that Decree No. From the analysis of the diagram, it is possible to identify that subphases 2.

200 Therefore, according to the Pareto diagram, it is necessary to concentrate efforts on these four subphases in order to solve the causes that influence in the lack of celerity of the electronic trading floors. In the next subsections of this article, we will analyze the factors that cause the lack of celerity in the main subphases identified in the Pareto Diagram, relating them to the four dimensions of analysis, adapted to the organization being studied.

The lack of elevation of the hierarchical status of the sector impairs the allocation of financial and, mainly, human resources and indirectly influences the existence of preponderant factors for the lack of celerity 545 the trading sessions.

The participation of a specialist on the side of the broker would promote greater speed in this phase of the process, due to the knowledge that the requester has about the product being negotiated.

As for the composition of the purchasing process, subphase 1. Therefore, it is concluded that operational failures and the lack of integration between the purchasing sector and the requesting sectors affect the speed of subphase 1. On the other handthe lack of integration between the requestors and the criers affects the speed of subphase 2. All respondents confirmed that msio is a decreyo of personnel in the purchasing sector, which ultimately undermines the performance of the entire process.

When asked if the 200 of people to develop their work was sufficient, one of the respondents answered: Since they do not focus exclusively on the execution of their trading sessions, they tend to be less rapid. All criers interviewed reported that the role of buyer turns out to be a secondary function and that they worry, as a matter of priority, with their management activities that are much more extensive and complex than those related to the execution of the trading session.

Finally, all of them concluded that the accumulation of functions occurs due to the shortage of qualified personnel that ends up harming the speed of subphases 1. It was also certified that there is a lack of investment in the training of professionals in the purchasing sector and also in the criers.

In this regard, Motta emphasized that the lack of consideration for the importance of the human factor in the acquisition process is a reality within the Brazilian purchasing system:. In fact, the Brazilian federal system has concretely two main elements: The human variable is not very relevant in the current context and the knowledge accumulated in the last decades in the fields of Logistics, Supply Chain Management and Purchasing is practically unknown at the federal scope.

All the interviewees affirmed that there is a need to update knowledge re courses and that lack of knowledge influences the speed of the process, since it takes time to look se the norms, decisions and jurisprudence of the courts that guide their decisions in the process. According to the statements, Bant does not have decretk policy of investments in its human resources linked to the purchasing department, so that there are interviewees who work in the sector, who mxio the composition phase of the PAG, for example, and who have never done any type of course in the purchase area.

In sum, it is possible to conclude that the scarce investment in qualification of the professionals involved in the purchases is one of the factors that predominantly influence the execution of the subphases 1.

The rules that underpin the public procurement process are wide and, depending on the type of material, other more specific rules vecreto part of the composition of the bidding document.

In addition, all the criers were unanimous in affirming that the excess and rigidity of the norms are also factors that provoke the delay in the analysis of the edicts and in the consequent emission of the opinion made by the CJU-RN. Deceeto, it is possible to conclude that the excess and rigidity of the norms decreyo factors that directly affect the speed of subphases 1.

Another relevant aspect that contributes to the lack of speed of the processes is related to the quantity of items tendered.

In this regard, the head of the purchasing sector explained in more detail:. So, for example, our building material auction ds about items and then my graduate will have to type one by one these items in dcreto system and then do a review to check if there was no typing error. The quantity of items also influences the verification time of the proposals, since, according to the cited example, the broker has to check each of the dr in the proposals of the suppliers to proceed with the ds, which logically takes longer than verifying proposals for a floor with 10 items, for example.

Plauson investigated the production of energy and power via atmospheric electricity. A copy of this book is in the British Library. It is believed that he was related to Gertrud Plauson the exact relationship is unknown; she may be his wife. Vol IX, Whole No. During the war there was developed in Germany a new art — or science — that bids fair to revolutionize our present means of obtaining power. This art, which is as new now as wireless was 25 years ago, will attain proportions during the next 25 years that may appear fantastic today.

The inventor of the new science, an engineer of note, Herr Hermann Plauson, has devoted years of labor to his researches and he has now actually in use small power plants, that generate electricity direct from the air, day and night, without interruption at practically no cost, once the plant is constructed. We had occasion, in one of our former issues, to describe the system, roughly, from cabled dispatches, but complete information is available now.

The amount of electrical power that resides in our atmosphere is astounding. Herr Plauson found in his experiments that a single balloon sent aloft to a height of yards gave a constant current at volts of 1. The actual current delivered was 6. The best balloons used by the inventor are made of thin aluminum leaf.

Hermann Plauson

No fabric was used. A simple internal system of ribs, stays and wires, gives the balloon rigidity as well as a certain amount of elasticity. The balloon, when made airtight, is filled with hydrogen or better, with helium. It will then stay aloft for weeks at a time. The outer surface is dotted with extremely sharp pins, made sharp electrolytically. Ordinary pins did not p,auson good current collectors, as they lacked extreme sharpness.

The pins themselves were made from amalgamated zinc, containing a radium preparation, in order to ionize the air. It was also found that by dotting the outer surface of the balloon with zinc-amalgam more current could be collected. Even better results were obtained with polonium amalgam.

Plauson states that the function of these amalgams is purely photoelectric. One hundred of such captive balloons, separated one hundred yards from each other, will give a steady yield of horsepower.

This is the minimum, because in the winter this figure increases up to horsepower, due to the higher electrification of the atmosphere. We need not go into the technic of how the current is finally made useable for industrial purposes, suffice it to say that the problem has been entirely solved by Herr Plauson. By using batteries of condensers, high tension transformers, etc. Such as for lighting lamps, running motors, charging storage batteries, etc. Plauson also invented a sort of electrostatic rotary transformer which gives alternating current without the use of condensers and transformers.

There is no doubt that this invention will soon come into universal use all over the world. We will see the land dotted with captive balloons, particularly in the country and wherever water power does not abound. Indeed, the time is not distant when nearly all of our power will be derived from the atmosphere. So far it seems to be the cheapest form of power known, it being much cheaper even than water power — the cheapest form of power known today.

Not only that, but as the inventor points out, no devastating thunder storms occur near such aerial power plants, because the balloons act not only as lightning arresters, but they quickly discharge the biggest thunder cloud, safely and noiselessly through their grounded spark gaps.

A German engineer has, however, devised the somewhat elaborate scheme here shown in brief, and ppauson has succeeded, at least so his report states, in safely extracting several kilowatts of electrical power from the atmosphere with metallic surfaced balloons, plauso to a height of only feet.

We have previously treated of the extraction of electrical energy from the atmosphere. The difference of electric potential in different parts of the atmosphere, and the difference between the upper air and earth make it a tempting proposition to obtain power from atmospheric electricity. The power would take the form of high potential difference with a discharge almost of a static nature.

It has long appeared rather doubtful to conservative engineers, if such a source of power should really be available. Yet when we see the lightning flash, it certainly suggests very high power, even though the total of its energy may be small, on account of the small duration of the discharge It is not to the thunder storm that we look for getting power from the atmosphere, as the subject is now being seriously investigated.

A German scientist, Hermann Plauson, has published a very elaborate work on this subject, and has investigated the use of kites, balloons and towers, for the utilization of the high potentials existing in the air at different altitudes, and has her,ann out the construction of motors to be operated by the peculiar type of discharge which will be obtained, if the projects are successfully carried out.

We will first speak of the methods used for collecting electricity from the upper air. The author cites several German patents. One of them shows the use of a kite balloon. The balloon is shown floating in the air, kite fashion, and from it hangs a great net or aerial for plxuson collection of electricity.

The conductor from the aerial leads to the ground station; quite an elaborate description is given of the net-work which the patentee proposes to have covered with needle points. A windlass takes in or pays out cable for the balloon, and the patentee claims that by sending the apparatus to a height of about one mile he will havevolts to draw upon. He then speaks o a battery of 20, hetmann in series, which will use up to 40, to 50, volts in the charging.

This certainly provides for a reasonable large fall of potential. But our author discards this idea and first suggests something more permanent. He proposes the erection of towers to be in the neighborhood of 1, feet high, or about the height of the Eiffel Tower.

At the summit he has his collecting aerial. The appliance consists of a number of copper tubes; within each one he proposes to burn gas lamps, whose products of combustion will reach the aerial, a collecting net-work covering the tops of the hermznn.

He also compares the form of the protection to that of a great petticoat insulator. Another of his difficulties is that he must have hhermann tower insulated from the earth.

He, therefore describes a complicated foundation for his structure. Herman proposes first to pour in at the bottom of the excavation a foundation of simple concrete. On this he places a layer of asphalt, and then a layer of cast glass, three to ten feet thick, and hermqnn comes a reinforced concrete foundation, to which the metallic foot of the tower is to be anchored.

Hermann Plauson

This foundation must rise at least seven feet above the ground level, and is to be boarded in on all sides to plakson it from moisture.

The author strongly advocates balloons as collectors of the electric power of the air. These he depicts covered with spots.

These spots indicate areas to be variously coated and prepared to collect potential from the atmosphere. In plauon first place he describes the balloon as made of thin metallic leaf supported by internal ribs. Steel wires silver-plated, copper-plated, or aluminum-coated, run from the balloon to the pendant or junction ring. To this ring the tether cable is attached and runs to an insulated windlass on the surface of the earth.

The balloon is to rise to an altitude varying from feet to three miles. All over hfrmann upper face of the balloon are numberless metal points. To prepare the needle-like wires, they are collected into bundles and are treated electrolytically in a bath, so as to be dissolved in part. This gives a sharp point and roughened surface, all adapted for collecting the electric energy. The points may be of copper, steel, or some hard metallic alloy.

As it may be termed, the wires are plated with gold or other of the so-called noble metals. It is advised that polonium or radium salts be added to the plating bath. Dr Plauson devotes many pages of his book to describing his motor.

This is plzuson rotary motor including a stator and rotor and its peculiarity is that it contains no coils, develops no hermannn field properly speaking, but works by static excitation. One typical arrangement is shown in our illustration.

The stator plates and rotor plates are concentric with hermmann other, representing segments of cylinders. The alternation of negative and positive charged plates produces the rotation. In the connections there is included a safety spark gap to take care of dangerous potentials.

Inductances and capacities are also used paluson indicated.

It was found that the plates heated, owing to the Foucalt currents, and to overcome this, several methods of subdividing the stator and rotor plates, are described by the author. The whole subject is quite captivating, and it really seems as if the utilization of the electricity of the air may be almost in sight.

It would seem possible to carry out experiments in this direction by means of the Eiffel Tower, but of course, the trouble here is that the tower is grounded, and perfect insulation of the collecting surface is absolutely essential. And now our author gives us some practical details. He says that on the Finland plains he carried out experiments with a balloon made of aluminum leaf with collecting needles of amalgamated zinc with a hermznn preparation as an ionizer.

The surface of the balloon was sprinkled over with zinc amalgam. It was sent up to a height of meters, early 1, feet, and was held by a copper-plated plaueon wire. A constant current of 1. This gave nearly three-quarters of a kilowatt, or close to one horsepower.

The collector of the balloon insulated from the earth showed a tension of 42, volts. By sending up a second balloon with an antenna to the same height at a distance of meters from the first balloon, a current of over 3 amperes was obtained. Then by putting into the circuit a large condenser, whose capacity was equal to the surface capacity of both balloons, and of the antenna connections, the current rose to 6.

By the use of these two balloons, he eventually ran up the power to plquson.

US1540998A – Conversion of atmospheric electric energy – Google Patents

Be it known that I, Hermann Plauson, Estonian hermqnn, residing in Hamburg, Germany, have invented certain new and useful improvements in the Conversion of Atmospheric Electric Energy, of which the following is a specification.

Methods of obtaining atmospheric electricity by means of metallic nettings set with spikes which are held by means of ordinary or anchored kite balloons made of fabric and filled with hydrogen, are in theory already known.

Atmospheric electricity obtained in this way has been suggested to be used in the form of direct current for the charging of accumulators.

This knowledge however is at present only theoretical as the conversion in practice has hitherto been a failure. No means are known of protecting the apparatus from destruction by lightning. The balloons used for collecting the charge must also me be made of very large size in order to be able to support the weight of the metallic netting and the heavy cable connections. Instead of using heavy metallic netting as collectors attached to single air ballons of non-conducting materials which are liable to be torn and are permeable to the gas, it is proposed to use metallic balloon collectors which have the following important advantages —.

It is further proposed to use a collecting aerial network of several separate collectors spread out in the air above the earth, which collectors are interconnected by electrical conductors.
